In support of the latter view, only one Doctor is seen at any one time, and the warning message broadcast by the fourth Doctor could certainly be a manifestation of the Doctor's subconscious. (The appearances of various past companions could also be drawn from his memories, although K-9 is real, having rejoined the Doctor on his travels - presumably mark I on a visit from Gallifrey.)
